There has been some parliamentary support for decriminalising the non-payment of the licence fee; a move which the BBC believes could reduce its budget by £200m a year. Douglas McCabe was quoted in an article regarding Kiosked, a Finnish start-up company who are implementing their  technology on several UK newspapers, which scans content on a web page to work out  the most relevant advertisements to display. Douglas said that online publishers have "no choice" but to move beyond traditional display ad formats, adding that the UK market for affiliate marketing is worth about £1 bn a year and growing at a double-digit pace. "You can't simply keep using what is effectively a display advertising print model in digital."
