BBC licence fee settlement: Further cuts will wound the sector

The BBC’s licence fee settlement process for 2022 to 2027 is now underway. This time there seems to be greater transparency than the previous negotiations in 2010 and 2015 which led to outcomes that effectively reduced licence fee income by c. 30%

It comes at a pivotal time for the BBC, and by extension the creative community across the UK which it supports. Recovery of this important sector relies heavily on the ability of the BBC to operate in the way that its remit requires: with investment, skills, intellectual property and talent flowing to the wider environment

But with £1.6 billion falling due over the next decade on its pension obligations and its Nations & Regions footprint alone, there is little room for manoeuvre if there are further reductions in revenues or top-slicing. The result will be less investment on the screen and a wound to a struggling sector

Subscription BBC?

The Government appears set on reducing the scale and scope of the BBC by dismantling the licence fee, and in its place pushing for subscription or making payment voluntary, without any evidence of the likely impact.

DTT – the UK’s largest TV platform – has no conditional access capability, and so implementation would require another costly and long-term switchover.

A voluntary licence fee would inevitably lead to a huge reduction in income. If just those on income-related benefits were not to pay, the shortfall would be over £500 million – in addition to the £250 million the BBC will be funding for over-75s receiving Pension Credit.

How could the BBC ever fund the over-75s?

In the BBC’s 2015 funding settlement commencing 2017, the Government assumed the BBC would fully fund the subsidy for over-75s to the tune of £750 million from 2020/21

Although the BBC’s settlement contained measures of “mitigation” worth c.£290 million, the BBC would still have faced a gap of c.£460 million to be funded by programme cuts and efficiencies (the BBC has pledged £250 million)

Including c.£300 million from the annual adjustment of the licence fee for inflation from 2017 would help. However, this was always required to offset normal salary and cost increases to prevent a real decline in the BBC’s resources
