A subscription funding model would be antithetical to the BBC’s public service mission, necessarily ending universality of access and undermining its breadth of content. 

Options like separating out “public service” content from other programming would result in a decline in news consumption, while the subscription model would risk sustainability and encourage short-term thinking. 

Further, there are technical roadblocks to executing this model, meaning that it is not feasible until long after the end of the current Charter in 2027.

Market revenue growth was just positive at 0.2% in Q2, as lower price increases were mitigated by some temporary ARPU gains.

Growth is likely to drop negative in the rest of year however, with continued weak volume growth compounded by temporary ARPU gains unwinding.

Pricing structures differ quite widely as regards landline offers and out-of-contract pricing, and all could benefit from adopting best practice, a marginal gain worth pursuing in a tough market.

However, both mobile contract and broadband subs suffered declines, likely driven by issues with serving existing customers as well as attracting new ones, and these trends have to improve for the company to return to top and bottom line growth

Guidance implies that EBITDA growth will worsen in H2, but this would be good news in our view if it is driven by expenditure to support improved subscriber growth across broadband and mobile 

Recently many countries, particularly in Europe, have moved away from funding their public service broadcasters via a licence fee.

Three main models have been adopted in its place: a state grant system, a ring-fenced income tax, and a premises levy—nowhere has chosen to fund PSBs solely by subscription or advertising.

Outcomes vary: Germany shows that a successful transition relies on years of deliberation and consensus, whilst Italy and France underline the perils of insecure funding arrangements.

Starlink’s compelling consumer broadband proposition has become the clear front runner in the satellite space, with an attractive cost to serve the 100k UK homes in very hard to reach areas relative to fibre alternatives

The latest developments allow full mobile coverage via satellite with existing handsets, a service the mobile operators could charge a premium for, and which might ultimately take pressure off mobile network coverage

The threat of full substitution is extremely limited given the 50-100x cost differential involved, but Starlink could still launch a retail product as a part-MVNO, putting pressure on the mobile operators to launch satellite-assisted retail services first
