Radio listening is strong, but with a dramatic decline among the under-24s. Smart speakers will accelerate the trend and while the draft Media Bill’s intervention is helpful, it is not the cure.

The commercial sector is thriving through the launch of digital-only stations and major players taking advantage of deregulation. The issue of attracting a new generation is pressing.                                       

The once-dominant BBC has a loyal older following. Hampered by regulation, it is difficult to see how younger audiences will develop an affinity with its audio offering.

With privatisation now off the table, in its draft form the Media Bill presents new opportunities and challenges: an “appropriate degree of prominence” on smart TVs and devices, the option to produce content for the first time, and a “sustainability duty”

The effect that these might have is murky without a body of interpretation and mediation, and indeed execution—it appears uncertain whether Channel 4 would begin to produce, with the optics concerning indie producers tricky and accumulation of the required operational skills a long process 

As younger viewers continue to migrate from linear TV to online video-sharing platforms, engaging with the audiences on these platforms is no longer simply an opportunity, but a necessity.

However, this ecosystem offers broadcasters limited monetisation opportunities, reduced audience data and worse attribution than the more lucrative broadcast TV model.

In this fragmented media landscape, broadcasters must maximise their digital reach and exploit incremental revenue opportunities, although linear channels and owned-and-operated platforms will continue to provide the bulk of revenues.

We forecast broadcaster viewing to shrink to below half of total video viewing by 2028 (48%)—down from 64% today—as streaming services gain share of long-form viewing time.

On the key advertising battleground of the TV set, broadcasters will still retain scale with a 63% viewing share by 2028, even as SVOD and YouTube double their impact.

Short-form video will continue to displace long-form as video-first apps (e.g. YouTube, Twitch, TikTok) gain further popularity and others (e.g. Facebook, Instagram) continue a relentless pivot to video. This will expand the amount of video watched and transition habits—even amongst older demographics.

The EU's approval of the Microsoft acquisition of Activision Blizzard enforces expansive pro-consumer remedies that are in stark contrast to the 'hard no' CMA decision in the UK.

Cloud gaming remains the wedge issue in a global standoff amongst regulators over reining in Microsoft and other big gaming platforms.

The overall deal is still in considerable, possibly terminal, trouble with the UK appeal and US lawsuit still to be resolved, and the FTC hearing due in August.

Broadcaster decline accelerated in 2022, with record drops in reach and time spent. This was primarily driven by the lightest and youngest viewers leaving broadcast television while over-65s also reduced their viewing for the first time.

Loss of lighter viewers threatens the future viewing base of broadcasters and relevance to a new generation. Further, broadcaster status as the home of mass audiences becomes compromised.

However, retention of lighter viewers is not yet a lost cause. They are amongst the heaviest Netflix viewers, and the very lightest are spending more time in front of the TV set than previously—suggesting enduring appetite for TV-like content.

Structural shifts in the delivery of video are causing long-form viewing to coalesce around fewer programmes—this comes despite an explosion in the volume, spend and perceptual accessibility of content

For the time being this theoretically favours the largest of shows, along with the declining number of content providers that are able to create and distribute them at scale, forming critical masses of interest

Incoming technologies leveraging AI and virtual production will have the ability to drastically lower production costs. But until that happens the spend on most programming will become increasingly less efficient

The BBC’s licence fee settlement process for 2022 to 2027 is now underway. This time there seems to be greater transparency than the previous negotiations in 2010 and 2015 which led to outcomes that effectively reduced licence fee income by c. 30%

It comes at a pivotal time for the BBC, and by extension the creative community across the UK which it supports. Recovery of this important sector relies heavily on the ability of the BBC to operate in the way that its remit requires: with investment, skills, intellectual property and talent flowing to the wider environment

But with £1.6 billion falling due over the next decade on its pension obligations and its Nations & Regions footprint alone, there is little room for manoeuvre if there are further reductions in revenues or top-slicing. The result will be less investment on the screen and a wound to a struggling sector

The launch of new games consoles this week showcases broadly divergent strategies for Sony and Microsoft, with market leader PlayStation focused solely on defending its model against the rising tide of cheaper subscription games services.

Xbox's consumer offer is the best value proposition for these difficult economic times, attracting new customers and positioning for growth, and stopping slavish devotion to 'core gamers' in the process.

Amazon's Luna lands, providing big competition in game streaming services for Google's Stadia. But nobody is taking any notice, as neither provide a real breakthrough for the industry or great value for gamers. Stadia’s lifespan could be limited.
